

The transition to digital waste management marks a major milestone. With the entry into force of RENTRI (the National Electronic Waste Traceability Registry), the way waste management forms (FIR) are issued and managed is about to undergo a profound change.

According to the latest legislative provisions (Law No. 26 of February 27, 2026), the current year represents a crucial transition period for all waste producers and holders.
• Until April 13, 2026 – Optional: Producers registered with RENTRI may choose to issue the FIR in digital format, with the option to convert it to paper in subsequent stages of transport.
• From April 14 to September 15, 2026 – Supply Chain Requirement: During this phase, if the producer decides to issue the FIR in digital format, the entire process must remain digital until it reaches its destination. The carrier and recipient are required to manage it electronically.
• Starting September 16, 2026 – Mandatory Requirement: The issuance of the FIR in digital format will become mandatory for all producers of hazardous waste and for producers of non-hazardous waste (from industrial, artisanal, and water/waste treatment activities) with more than 10 employees.
It is important to note that, once issued digitally, simply printing the form cannot replace the electronic original. Digitization aims for more streamlined and secure traceability, but also requires strict protocols in the event of technical disruptions.
In the event of temporary unavailability of connectivity systems, companies must:
1. Use the paper format for issuance or management.
2. Note the disruption on the document using the designated wording.
3. Send a notification via certified email (PEC) to the Ministry within the established timeframes.
